Korea’s national informatization has made significant achievements in such a short period of time. Starting from computerization of major procedures of public administration in late 1970s, Korea had made full-scale investment to modernize the telecommunication infrastructure and promote informatization until the 1980s. In 1990s, it focused on unit task or function-based informatization in administrative institutions. From the 2000s, the foundation of e-government was firmly built for electronic processing of government affairs, which significantly contributed to improvement of administrative efficiency and convenience for citizens. Informatization was also used as a means to facilitate active participation of citizens in government administration.
However, with the emerging social issues, including global economic stagnation, protracted economic slump at home and abroad, and decrease in workforce caused by ageing, Korea needed to redefine the roles of informatization and make a shift to overcome such issues. Against such backdrop, the Korean government uses a combination of ICT and imagination of the citizens to create new economic values and tackle social issues, further pursuing enhanced national and social competitiveness. In addition, informatization in government services is also applying new technologies to areas which are closely related to citizens’ daily lives such as healthcare, education, and safety, in order for the citizens to enjoy convenient and happy lives.
